The Khodini are a species native to the Alpha or Beta Quadrants.

In 2254, Khodini joined a Klingon backed brigand of Orion, Arcturan and renegade Humans to attacked Starbase 13 in retaliation against Starfleet’s Project Pharos, a scheme to bring order to the Marrat Nebula region by building a giant galactic lighthouse. (EV comic: "The Fires of Pharos")

It is not clear whether unlawful conduct is typical of the Khodini or just those involved in the 2254 attacks. It is similary unclear whether the Khodini are native to the Marrat Nebula region or originate from another area.
