Khulr was a male Klingon who worked as a guard at the prison facility on planet Pao'la in the 2280s. He was noted as being particularly cruel, especially toward Human prisoners, in particular Ensign Sydney Elliot of the USS Gagarin. He was killed by Elliot during her escape from the prison in 2287.
