The kiteman was a position aboard sailing ships on planet Sigma Niobe II, who rode a kite flown high above the ship in order to act as a lookout. The kiteman would use a bell to sound alerts to the rest of the crew, and a mirror to communicate with them via heliographic code. (TOS short story: "As Others See Us")
