Klaa was a male Klingon in the Klingon Defense Force in the 23rd century. As of 2287, he was a captain, commanding officer of the IKS Okrona.

In that year, he responded to priority messages about the hostage crisis on Nimbus III, and there confronted the USS Enterprise-A. After the Federation ship evaded his initial attack, Klaa pursued the Enterprise across the Great Barrier to the galactic core. He attacked the Enterprise over Sha Ka Ree, but was stopped by General Korrd, then aboard the Enterprise, and was relieved of his command. Klaa later apologized to Kirk, and at a reception aboard the Enterprise, saluted Kirk as a worthy foe. However, he secretly vowed, "Next time, Kirk!" In 2291, Klaa attempted to negotiate for a stolen subspace distortion weapon from the Torye, which he planned to use to take down the Klingon High Council and save the Klingon Empire. He was forced into a mind meld with Captain Spock to reveal these plans and to find and destroy the weapon. (TOS - Mere Anarchy eBook: The Blood-Dimmed Tide)

The Star Trek Encyclopedia implies that the "Klingon translator" in Star Trek VI: The Undiscovered Country was Klaa, as both were played by actor Todd Bryant.
