Kugel was a Starfleet engineer serving aboard the USS Enterprise in 2273. When the Enterprise was buffeted by green plasma-energy bolts from V'Ger, Assistant Engineer Kugel was injured by a fragment of one such bolt, which entered the ship along circuit paths leading to an auxiliary console in the engine room.
