LLyanaa was a Deltan politician, she served as the representative of Delta IV on the Federation Council.

For years, while the Romulan Star Empire remained to themselves, LLyanaa suspected they would eventually want a peace agreement as an alternative to another war.

In 2364, she was present at a special Council session where Sofolk, the then-Chief of Negotiations with the Romulan Star Empire, presented his findings. Also present were Councilors McBride, Stonwin, Vagak, T'Nirea, Voris, Sullivan, and Gloobsherkpfack.

She believed that dismantling colonies and outposts along the Neutral Zone was not unreasonable, but Tellarite Councillor Haggagarak thought her hopes of peace were insane, insulting Deltan heritage, and asking "Have you just been released from the Elba II mental institution?"
