Larry Propp was a Human male serving in Starfleet in the 23rd century. By 2269, Propp held the rank of vice commodore and served as commanding officer of the USS Phoenix. In that year, Propp ordered Captain James T. Kirk and the USS Enterprise to Perry after they had completed their mission to Waycross. Propp was an old friend of Kirk's. (TOS novel: Perry's Planet)

This is the only instance in any Star Trek story of a Starfleet officer holding the rank of vice commodore.
