Lecheb sh'Makesh was a shen Andorian and a Federation politician in the 22nd century. Sh'Makesh hailed from Alrond colony. She was in favor of an independent Andorian Empire and hated Vulcans with a passion.
On March 24, 2163, the results for the gubernatorial elections on Alrond colony, a planet in the Andor system came in. Lecheb sh'Makesh had won the elections and became the Governor of Alrond. Just as she promised during the campaign, sh'Makesh called for her colony to secede from the Federation and declare itself the seat of the Andorian Empire-in-exile. The governor had the Alrondian defense fleet commanders at her side.

However, sh'Makesh was indeed able to declare the Andorian Empire-in-exile. Her anti-Federation rhetoric become increasingly confrontational as the first election for the Federation president drew near in mid-2164. By that time, Governor sh'Makesh had inspired the Lechebist movement, which was part of a wider anti-Federation party, the Planetarist movement. (ENT - Rise of the Federation novel: Tower of Babel)
In 2165, a radical group called the Keepers of the Throne became active on Alrond and started to carry out violent actions against the non-Andorian population of the planet. Governor sh'Makesh attempted to keep the group contained, however it soon became clear that the Keepers intended to take power and evetually made an attempt on her life. sh'Makesh was hospitalized and replaced by a new governor who reqested Starfleet aid and renewed Alrond's commitment to the Andorian Empire and the United Federation of Planets.
