The Lewis and Clark Corps of Discovery Cross was an award granted to Federation citizens who had made great discoveries, or bold explorers. Prior to 2293, James T. Kirk was awarded one of these awards in recognition of his excellent discoveries that were encountered during his long Starfleet career. (TOS novel: Crucible: The Fire and the Rose).
