Liberation Watch was a Federation based civilian organization in the 24th century, concerned with issues surrounding prisoners of war. In 2365, Liberation Watch obtained evidence that Dr. Rebecca Emmanuelli, a Starfleet officer taken prisoner during the Tzenkethi Wars and declared dead, was in fact still alive.
