Lucius Fox was an ambassador for the United Federation of Planets. A descendant of Robert Fox, he was selected in 2380 to conduct negotiations with the Borg. After he announced the Borg's peaceful intentions to join the Federation, the Borg destroyed his Runabout and its escorts. (TNG novel: Before Dishonor)
