Ma-aira Thenn was a civilization. In 2358, one of the students in an ancient civilizations class conducted by Jean-Luc Picard (at the time a grad student at the University of Alpha Centauri on a leave of absence from Starfleet) mentioned it as an example of an ancient civilization (TNG novel: The Buried Age).
