Manuele Atoa was a Starfleet lieutenant of Samoan ancestry who served under Captain Shelby of the USS Sutherland in the 2370s.

In 2374, Jadzia Dax called in a favor from Captain Shelby while the Sutherland was docked at Deep Space 9 and got Atoa time off to perform a fire dance at a party before her wedding.

Sirella later threatened Lieutenant Atoa, leading in an altercation between her and Jadzia. (DS9 episode: "You Are Cordially Invited...", DS9 novella: The Dominion: Olympus Descending)
