Matthew Dougherty was a Human male who served in Starfleet in the 24th century. By the mid-2370s, Dougherty had risen to the rank of vice admiral.
Born in 2306, Dougherty was married to Madalyn, a woman who was thirty years his senior. The couple were happily married for many years until Madalyn passed away in 2374. (TNG novelization: Star Trek: Insurrection)
The following year, Dougherty conspired with the Son'a to secretly relocate the natives of Ba'ku in order to exploit the youth-regenerating properties of the planet. Their plans were defeated by the crew of the USS Enterprise-E. Dougherty himself was killed by his Son'a "allies". (TNG movie: Star Trek: Insurrection)
Although Dougherty took the fall for the Briar Patch fiasco, it was recognized by those in the know as being a Section 31 operation. (DS9 novel: Abyss)
- Dougherty's birth-year comes from the script of "Star Trek: Insurrection", which described his being 69 years old.
