Matthew Dougherty was a Human male who served in Starfleet in the 24th century. By the mid-2370s, Dougherty had risen to the rank of vice admiral.

Biography[]

Born in 2306, Dougherty was married to Madalyn, a woman who was thirty years his senior. The couple were happily married for many years until Madalyn passed away in 2374. (TNG movie & novelization: Star Trek: Insurrection)

In late 2374, the USS Enterprise-E delivered Admiral Dougherty to a meeting on Romulus with Galae Command, to attempt to establish an intelligence-sharing relationship between the Federation and the Romulan Star Empire to aid Dominion War efforts in the aftermath of the death of Senator Vreenak. Though this attempt initially failed, Captain Jean-Luc Picard was able to provide him with contact information for then-Vice-Chairman Koval of the Tal Shiar, left eight years earlier in a note recorded by Admiral Alidar Jarok. (TNG short story: "Suicide Note")

The following year, Dougherty conspired with the Son'a to secretly relocate the natives of Ba'ku in order to exploit the youth-regenerating properties of the planet. When confronted by Picard, Dougherty claimed to be acting on orders from the Federation Council. Their plans were defeated by the crew of the USS Enterprise-E. Commander William T. Riker confronted the Council, which promptly ordered a halt to the operation for purposes of a top-level review. Dougherty himself was killed by his Son'a "allies". (TNG movie & novelization: Star Trek: Insurrection)

Although Dougherty took the fall for the Briar Patch fiasco, it was suspected by members of the Kirk cabal to be in part a Section 31 operation. (DS9 novel: Abyss)

Dougherty's birth-year comes from the script of "Star Trek: Insurrection", which described his being 69 years old.

Alternate timeline[]

In an alternate timeline affected by the temporal anomaly crisis, Vice Admiral Dougherty appeared in local space around 2380 and joined the effort to help resolve the crisis and related events. (ST video game: Timelines)
