The following year, Dougherty conspired with the Son'a to secretly relocate the natives of Ba'ku in order to exploit the youth-regenerating properties of the planet. When confronted by Captain Jean-Luc Picard, Dougherty claimed to be acting on orders from the Federation Council. Their plans were defeated by the crew of the USS Enterprise-E. Commander William T. Riker confronted the Council, which promptly ordered a halt to the operation for purposes of a top-level review. Dougherty himself was killed by his Son'a "allies".
