Master Chief Petty Officer Mike Ilucci was the chief engineer of the USS Sagittarius in the 2260s. He is a strong believer in "percussive maintenance", and like most Starfleet engineers is considered a miracle worker by his crewmates.
In addition to his engineering expertise, Master Chief Ilucci is proficient in demolitions and the martial arts.
He was a bearded, heavyset individual who ate on the go. (VAN novel: Reap the Whirlwind) He was also described as brawny. (VAN - Declassified novella: The Stars Look Down) He knows how to curse in five non-human languages (Klingon, Romulan, Tellarite, Andorian, and Orion), and can start a bar fight even with people whose language he doesn't know.
Master Chief Ilucci has an unrequited crush on the Sagittarius's first officer (then the chief science officer) Vanessa Theriault, and often laments to his fellow non-commissioned officers Salagho Threx and Torvin that officers like Theriault and Celerasayna zh'Firro would never look at "tool-pushers" like them as romantic interests.
