Captain Miltakka was a Rigellian man, a career officer in Starfleet in the late 24th century.
Sometime prior to 2381, Miltakka was assigned as the Federation President's liaison to Starfleet Research and Development. During the Borg Invasion of 2381, Miltakka served on a Federation think tank along with Seven of Nine and other Starfleet heads to develop counter-offensive procedures against the Borg Collective. Miltakka compiled plans to upgrade the defensive shields of most of the active fleet to transphasic shields, but was unwilling to entertain Seven's suggestion to create a thalaron generator to combat the Borg.
