The Ministry of Vassal Affairs was an agency of the Terran Empire of the Mirror universe and was headed by a Minister. It was charged with the duty of coordinating and issuing demands to the governments of the subject worlds of the Empire. Similar to the Ministry of Genetic Purity, it lacked the power to enslave Terran citizens or the inhabitants of a subject world. (Decipher RPG module: Through a Glass, Darkly)
