Moxon was a Ferengi male and the uncle of Keldar.

When Moxon started negotiations with someone he did not know, he would feign stupidity to lure the other party into a false sense of security and thus do better in a deal. This became known as the Moxon Maneuver. (DS9 novel: Saratoga)
