The Neo-Hebitian were a group that existed within Cardassian culture. In the aftermath of the Dominion War, civil strife plagued Cardassia Prime leading to many splinter groups seeking the protection of collectives across the planet. The Neo-Hebitians were one such group that surrendered to the military discipline of Lakarian City in order to seek its protection from the predatory factions on the Cardassian homeworld. (DS9 short story: "The Calling")

Though not fully described in the short story, presumably they were a resurgent group that continued the spirituality of the Hebitian civilization though its not known how they relate to the Oralian Way.
