Noca was a male Kinshaya who held the title Vicar, and served as chief scientist of the Seventh Holy Kinshaya Attack Fleet's flagship, under Archbishop Retej. He was of a noble line, as indicated by the black, purple and green crest on his wings, and was also a brilliant scientist, which allowed him to get away with a degree of arrogance that ordinarily would not be tolerated.

While in orbit of H'atoria in 2381, Noca reported to Retej about the Selsseress, the race native to H'atoria, which had been all but eliminated by the Borg. (ST novel: A Singular Destiny)
