A non-aggression pact was a type of treaty between two or more governments wherein they promised not to engage in military action against each other.

In the lead-up to the outbreak of the Dominion War, the Dominion sought non-aggression pacts with multiple Alpha Quadrant and Beta Quadrant nations. By Stardate 50975.2 (2373) they had secured agreements with the Miradorn, the Romulan Star Empire, and the Tholian Assembly. They had also approached the Republic of Bajor, though Kira Nerys was confident her people would not agree to it. In the end, Captain Benjamin Sisko, knowing that Deep Space 9's strategic importance to both sides meant he couldn't guarantee Bajor's safety in the event of war, told the Chamber of Ministers to sign the pact in his capacity as Emissary of the Prophets. In 2374, Julian Bashir and the Jack Pack predicted that if the Federation signed a peace treaty with the Dominion, the Romulans would likely abandon their pact. (DS9 episode: "Statistical Probabilities")

Senator Merken Vreenak was a strong supporter of the Romulan-Dominion treaty, but his assassination later in 2374, apparently at the hands of the Dominion, led to the Romulans declaring war on the Dominion and the Cardassian Empire and joining the Federation Alliance. (DS9 episode: "In the Pale Moonlight")

In 2375, Kathryn Janeway negotiated a non-aggression pact with the Terkellians. (VOY episode: "The Voyager Conspiracy")

In 2405, King Slathis of the Gorn Hegemony negotiated a non-aggression pact between the Klingon Empire and a number of Nausicaan clans who had previously served him as mercenaries during the Klingon-Gorn War. (STO website : The Path to 2409)
