Okalan was a male Betazoid in the 24th century. He was a strong telepath, and a leader of the Betazed resistance to the Dominion occupation in 2374-2375, responsible for maintaining the water and supplies for the community that had taken shelter in the Loneel Mountains following the Dominion invasion.

Okalan was captured by Jem'Hadar soldiers during a raid of the hospital at Condar village. He was tortured repeatedly by his captors, and when his fellow rebels were unable to rescue him, he begged them to kill him, a request his lifelong friend, Cort Enaren, honored for him.
