Oonal was a 24th century Cardassian male who was employed as an Obsidian Order operative.

Oonal, as the most experienced operative, once led a group including Elim Garak and Maladek to the planet Tohvun III, under the guise of being family of embassy consular staff, to disrupt peace talks with the Federation. Oonal took the alias "Krai Ra'om", the father of "Alardig Ra'om" (Garak) and "Begom Ra'om" (Maledek). Garak thought the three operatives actually did resemble each other. (DS9 novel: A Stitch in Time)
