Commander Orfil Quinteros was a Human male who served in Starfleet in the 24th century.
Throughout the 2350s and early 2360s, Quinteros served at the Utopia Planitia Fleet Yards, Mars and assisted Captain Thomas Halloway in supervising the construction teams that were building the Galaxy-class USS Enterprise-D.
In mid-2363, Quinteros left Utopia Planitia and began command training in preparation for his next assignment as commanding officer of Starbase 74. Despite undergoing the extensive training, he managed to attend the Enterprise's commissioning ceremony later that year. (TNG short story: "Meet with Triumph and Disaster")
The following year, Quinteros had assumed his post on Starbase 74, and was assigned to oversee one of the Enterprise's first post-shakedown refits. (TNG episode: "11001001")
