Varis Sul, the current Tetrarch of the Paqu.

The Paqu are a group of Bajorans who isolate themselves from the rest of Bajor. They have been rivals of the Navot for many years, although several treaties existed between them. They live on some of the harshest areas of Bajor.

During the Occupation, the Cardassians diverted the river Glyrhond from its natural course into Navot territory. As a treaty had stated the river was the border between the two groups' territories, the Paqu claimed the land that had once belonged to the Navot. (DS9 episode: "The Storyteller")

The dispute over the border had already begun a few weeks after the Cardassians left Bajor and was a serious concern for the Provisional Government who feared a civil war. (DS9 short story: "Ha'mara")

Varis Sul became Tetrarch of the Paqu after her father died and refused to return the land. The government asked Benjamin Sisko to chair negotiations on Deep Space 9. Taking advice from Sisko, Jake and Nog, Varis compromised with the Navot, giving them back their land in exchange for free trade access to both sides of the river for the Paqu. In 2372, a disease known as the Wrath struck the Paqu. (DS9 novel: Wrath of the Prophets)
