Parker was a Starfleet operations division officer who served as a relief communications officer aboard the USS Enterprise, under the command of Captain James T. Kirk, in the mid-2260s.

Shortly after Lieutenant Nyota Uhura's assignment to the Enterprise in 2265, she relieved Parker from the communications station on the bridge. When Parker tried to outline any outstanding orders, Uhura tersely replied that she was capable of reading her own communications board. This caused Parker to stalk off the bridge, muttering obscenities under his breath. (TOS comic: "Uhura's Story")
