Pearl Harbor is a harbor located on the island of Oʻahu, which is part of the state of Hawaii on Earth. Much of the harbor and surrounding area served as a base for the United States Navy during the 20th and 21st centuries.

On December 7, 1941, the nation-state of the Empire of Japan staged a surprise attack on Pearl Harbor, hoping to cripple the American naval forces. While devastating for American forces, the carriers which were the primary targets were not at the harbor at the time, and only three ships were permanently lost in the attack. In the aftermath of the attack, President Franklin Delano Roosevelt asked for and received a declaration of war upon Japan, thus bringing the United States of America into World War II.

On the eve of the September 11, 2001 attacks on New York City and Washington, DC, Gary Seven reflected that he would not stop the events from occurring, just as he would not stop the attack on Pearl Harbor or the atomic bombing of Hiroshima, Japan on August 6, 1945. (TOS short story: "Assignment: One")

In the 24th century, the attack on Pearl Harbor was still remembered by humans as a preamble to war, and was compared to similar attacks such as that on Station Salem-One. (TNG episode: "The Enemy")

Alternate timeline

In an alternate timeline accidentally created by Leonard McCoy saving Edith Keeler's life in March 1930, Keeler became a powerful voice in the American Pacifist Movement. She exerted significant influence on the Roosevelt Administration, so much so as to delay the United States' entry into the Second World War. Japan did not attack Pearl Harbor on December 7, 1941 as it did not consider the US to be a significant threat.

By 1944, after the United Kingdom had fallen to the Nazis and Japan had conquered Australia and New Zealand, the Axis finally struck against the United States in Hawaii and drew the nation into war. World War II continued into 1955 and was eventually won by the Axis. (TOS - Crucible novel: Provenance of Shadows)
