Phajan was a male Romulan who served as a "conductor" on an "underground railroad" which ferried defectors from the Romulan Star Empire into Federation space. Among those he helped were three men named Decalon, Oresis, and Achitonos.

When the Romulans destroyed the underground railroad, they turned Phajan, who then helped them go after those interested in defecting. (TNG novel: Death in Winter)
