Phil Waterston was a Human Starfleet captain in the 2260s, assigned as commanding officer of the Constitution-class starship USS Constitution.
In 2268, Captain Waterston was called to attend a secret meeting along with Robert Wesley, Aaron Stone, Nick Silver, and José Mendez, by Captain Kirk to discuss the activities of Section 31. (TOS - Section 31 novel: Cloak)
- The assignment patch insignia pictured is known to have been worn on a Constitution officer's uniform in the 2250s, it should be noted that uniform configurations slightly different from these examples might have existed in the 2260s.
