Miss Piper was a Human female who served in Starfleet in the 23rd century. By the mid-2260s, Piper served as an adjutant to Commodore José Mendez on Starbase 11.

Piper greeted Captain James T. Kirk and his landing party from the USS Enterprise when it arrived at Starbase 11 in 2267. Piper later observed the disappearence of Christopher Pike from his quarters. (TOS episode: "The Menagerie, Part I")
