"Plank owner" was an old Earth naval term which was applied to a crew member who had been serving aboard or involved with a vessel during its construction throught to its commissioning and launch.

In 2372, Captain Jean-Luc Picard referred to Lieutenant Sean Hawk as a plank owner, as he had served at the San Francisco Fleet Yards during the USS Enterprise-E's construction, and later signed aboard the Enterprise following her commissioning and launch. (TNG eBook: A Sea of Troubles)
