Thot Pran was the Breen commander who led the forces of the Breen Confederacy under the Dominion in 2375, succeeding Thot Gor after the Second Battle of Chin'toka. He was responsible for overseeing the installation of energy dampening weapons onto Dominion warships. (DS9 episode: "Tacking Into the Wind")
After the Female Changeling announced her plan to have Dominion and Breen forces fall back to Cardassian territory, Pran was concerned they would soon surrender. (DS9 episode: "The Dogs of War")
Just before the Battle of Cardassia, Pran told the Founder that he wanted the Breen warships to be the first to attack the Federation Alliance ships. The Founder, worried about the reaction of the Jem'Hadar, convinced him to stand with the Jem'Hadar. Pran later left Dominion Headquarters to take command of the Dominion forces that were falling back to Cardassia. (DS9 episode: "What You Leave Behind")

The RPG The Dominion War Sourcebook: The Fires of Armageddon, published by Last Unicorn Games after they had lost their Star Trek licence, states that Pran was the Thot from the state of Bota Rez. He rose to power through dynastic succession from his father after the "accidental" death of his two older brothers. Aggressive and ruthless, Pran kept his forces in fighting shape by resorting to piracy, often leading the raids himself.
And that Pran was one of the first Breen to deal with the Dominion forging strong business ties. His was a strong voice for an alliance. He even manuevered into being nominated supreme commander of the military forces or tha'thot. (Last Unicorn RPG: The Dominion War Sourcebook: The Fires of Armageddon)
