In 2155, United Earth Prime Minister Nathan Samuels led the drive to create a Coalition of Planets amongst a number of powers in local space after an attempted Romulan incursion. Prime Minister Samuels presided over most of the negotiations, even overcoming an attempt to derail the talks by the terrorist organization Terra Prime. He was later amongst the signatories of the Coalition Compact. (ENT episodes: "Demons", "Terra Prime", ENT novel: The Good That Men Do)

Prime Minister Samuels served as United Earth's de facto representative to the Coalition during its first year, and led Earth through the Romulan War. (ENT novels: Kobayashi Maru, Beneath the Raptor's Wing)

In the 2150s, the United Earth Prime Minister had offices in the cities San Francisco and Paris, at the Place de la Concorde. (ENT novels: Kobayashi Maru, Beneath the Raptor's Wing)

In 2375, the United Earth Prime Minister joined with the President of the United Federation of Planets and the President of the United States of America in touring the decimated city of San Francisco following the attack on Starfleet Headquarters by the Breen Confederacy. The Tales of the Dominion War short story "Eleven Hours Out" establishes the Prime Minister of United Earth as an important political figure, which is confirmed by the ENT novels The Good That Men Do and Beneath the Raptor's Wing. The exact nature and extent of the Prime Minister's role, and how it functions alongside the role of President of United Earth, are as yet unestablished.
