Background
Edit
In the course of Sisko's holoprogram, he issues orders to many other ships with familiar names. While the simulation depicts a recreation of the Battle of Wolf 359, nearly all of the ships named are known to have existed at the time but also to have survived the battle. It could be inferred that his alterations of the scenario included alternate fleet makeups, thus explaining why he was issuing orders to ships that were almost certainly not involved in the battle.
