Proka Etra was a female Bajoran, the wife of Proka Migdal, and the adopted mother of Rugal Pa'Dar. She was a seamstress, and had hoped to open a shop on Deep Space 9 in 2370. She died in late 2370 or early 2371, sometime after arranging a meeting with an aide to a Bajoran minister to plead for Rugal's return to Bajor from Cardassia. (DS9 novel: The Never-Ending Sacrifice)
