The Promenade Merchants' Association was an organization that consisted of members who owned and operated premises on Deep Space 9's Promenade. Quark was the official representative and spokesman of the Association, which controlled all of the commercial space on the Promenade. (DS9 reference: Star Trek: Deep Space Nine Technical Manual)

In 2373, Quark welcomed Skrain Dukat, Weyoun, Corat Damar and other Dominion personnel onto Terok Nor on behalf of the Promenade Merchants' Association. (DS9 episode: "Call to Arms", DS9 novelization: Call to Arms...)

Kira Nerys expected to hear from the Promenade Merchants' Association in 2374, when she and Odo had to close the Promenade. (DS9 novel: Hollow Men)

In early 2375, Quark planned to file an official protest with Captain Benjamin Sisko on behalf of the Promenade Merchants' Association, after Chief Miles O'Brien had to close the Promenade to make repairs. (DS9 episode: "Treachery, Faith, and the Great River")

After the end of the Dominion War, the Promenade Merchants' Association agreed to pay for the cost of the DS9 crew's victory and farewell party in the holosuite, in appreciation of their role in saving the Alpha Quadrant. Quark was still the Chairman of the Promenade Merchants' Association in 2376. (DS9 novel: This Gray Spirit)

Later that year, the Association sent out a message to all DS9 residents that mentioned that the Replimat had a new manager. (DS9 novel: Andor: Paradigm)
