Qaris was a Ferengi in the early 25th century. He ran a trading station in the Argelius star system, but acted independently of the Ferengi Alliance. He spoke out in 2405 against free information and technology trading between the Alliance and Federation, changes brought about by Grand Nagus Rom. (ST website: The Path to 2409)
