Qoh Kiaphet Amman'sor was a Xindi-Aquatic who served on the Xindi Council during the 2150s. When the Enterprise (NX-01) entered the Delphic Expanse following the attack on Earth in 2153, Kiaphet urged the council to not attack the Enterprise, but to remain hidden instead.
