Quorum

The Quorum was the ruling body of the Caeliar people. The members of the Quorum were selected at random, by a lottery, from the populace of each of the Caeliar cities. No one campaigned to be a member of the Quorum. The "speaker" of the Quorum was known as the tanwa-seynorral, and meetings were held in Quorum Hall in Axion.
