Rafael Higueras was a Human man, a high-ranking Starfleet officer in the 23rd century. He was the commanding officer of Starbase 18 when it was attacked and destroyed by an Orion maurauder, Karkon's Wing, in the year 2251. Commodore Higueras died believing that the attack had been carried out by a Klingon force. (TOS novel: The Children of Kings)
