Ran Armstrong was a Human individual, a Starfleet officer serving in the 23rd century.
As a captain, Armstrong commanded the USS Constellation for several years before achieving a promotion to rear admiral and ascending to a post as the Starfleet representative to the Federation Congress. (TOS - Fortunes of War novel: Dreadnought!)
