Captain Raymer was an officer in Starfleet in the 24th century. As of 2375, she was commanding officer of the USS Destiny. (DS9 episode: "Afterimage")
After a Changeling was discovered aboard the Destiny, Raymer led her crew in an attempt to stop it. Raymer would later tell Ezri Tigan that since Brinner Finok was missing, Dax needed to be joined with her or it would die. (DS9 short story: "Second star to the right...")
