Captain Raymond was a 24th century Starfleet officer who commanded the Federation starship USS Tecumseh and was recognized as one of the best officers in the fleet.
Raymond commanded the Tecumseh during the Cardassian wars, and later during the Second Federation-Klingon War of 2372-2373.
In early 2373, Raymond commanded the Tecumseh, alongside the USS Rutledge, in heading up the counterattack against the Klingon forces in the Archanis sector. (DS9 episode: "... Nor the Battle to the Strong")
