Ensign Richard Duncan was a male human Starfleet security officer.
In late 2379, his vessel was at Tezwa to assist in the aid and rebuilding efforts; he served as a security guard for the hospital in Anara-Zel. When deposed Prime Minister Kinchawn launched his coup d'etat, Ensign Duncan helped evacuate the hospital, loading up the runabout Tsavo. During the evacuation, a Tezwan military officer detonated explosive devices, destroying the runabout, and killing Duncan. (TNG - A Time to... novel: A Time to Heal)
