Rokan Du'Lam was a Cardassian Chief Archon notorious for the sternness of his courts and sentences.

In retirement he maintained a home in the Paldar Sector of Cardassia City, and had a relationship with his female neighbor. For a short while Rokan rented out a basement apartment to Elim Garak, as well as a plot of land, where he grew Edosian orchids. (DS9 novel: A Stitch in Time)
