One of the major members of the ISC, the Rovillians are an aquatic race resembling a cross between a terrestrial testudine and a dolphin. They are ungainly on land, but almost preternaturally agile in an oceanic environment. In addition, Rovillians are powerful psionics, which allows them to more than compensate for their cumbersome 'hands'.
