Rugal was, in an alternate universe accessed by an interdimensional Androssi device, a male Cardassian Legate who held a high position in the government of the Cardassian Union. This character may have been intended to be the counterpart of Rugal Pa'Dar, though "Rugal" is used here as a surname.
