Lieutenant Russell Hexter, an American Human male, was an Earth Starfleet officer in the 22nd century. By 2156, he served aboard the Columbia (NX-02) as an officer of the watch.

When the command crew of the Columbia was held captive in Axion on the planet Erigol, Hexter served as acting XO under Kalil el-Rashad. After Major Stephen Foyle and Lieutenant Vincenzo Yacavino beamed back aboard the Columbia and were revealed as mutineers, Hexter helped Claudia Siguenza escort the two to the Brig. After the ship entered a subspace tunnel, he and all others aboard died as a result of the hyperphasic radiation. (ST - Destiny novel: Gods of Night)
