S'rrel was a Caitian male; in the 23rd century he was the first Caitian to enter Starfleet, before Cait joined the United Federation of Planets.

After joining Starfleet in the early 2250s, he quickly rose through the ranks to Admiral by the 2280s, and was the leading voice in having his people join the Federation. He served as a full-time Starfleet officer and the Catian Ambassador to Earth at the same time.

He was known for encouraging other Caitians join Starfleet, and was famous for assigning Caitian communications officers to ships on the front lines. Many of the Caitians he encouraged later became Caitian ambassadors themselves, to planets they visited while serving on Starfleet vessels. (Decipher RPG module: Starfleet Operations Manual)

Even after his people joined the Federation, he remained a strong supporter of Starfleet, and represented his homeworld on the Federation Council. (TOS movie: Star Trek IV: The Voyage Home)

Due to copyright issues, the Last Unicorn RPG sourcebooks were not able to use the term "Caitians", so they used "Regulans.", but it was intended to be the same species.
