Samuel T. Cogley (born 2202) was a human from Earth who lived during the 23rd century. Born in Montana, which is part of the United States of America. By 2267, he was 5 feet and 5 inches tall.
Cogley grew up to become a famed attorney known for his unusual but often successful methods. He preferred books to computers, rarely using such devices for research.

Captain Kirk's Court Martial

In 2267, Captain James T. Kirk was court martialed after the Enterprise had traveled through an ion storm which had apparently resulted in the death of Benjamin Finney. Kirk approached his former lover Lieutenant Areel Shaw to be his attorney, but found out that she had been assigned as prosecutor. She then recommended Samuel Cogley to Kirk.
Cogley moved into Kirk's rooms at the Starbase, bringing a large number of books with him. When computer sabotage pointed to Kirk being framed, Cogley demanded that the court members allow Kirk to face his accuser - the Enterprise computer. Cogley asserted that if the court refused then it was placing the machine above the human. The court members agreed to move the proceedings on board the Enterprise. It was then discovered that Finney was still alive. After arresting Finney, the charges against Captain Kirk were dropped.
As a parting gift, Cogley sent Kirk a book. Shaw told Kirk that Cogley was going to defend Benjamin Finney against charges over his actions to discredit Captain Kirk. (TOS episode: "Court Martial").

Section 31 believed that Cogley had an agenda that ran counter to theirs, and Lawrence was assigned to discover this agenda. Cogley had no agenda, simply a firm conviction that all beings were entitled to the best possible defense in a court of law. Lawrence, believing Cogley to be the single most honorable man that he had ever met, resigned from Starfleet to work for Cogley, and left Section 31 behind. Legacy

In 2374, the Prophets sent Benjamin Sisko a number of visions of him as Benny Russell, an African-American writer living on Earth in 1953. In his visions, a story in Galaxy Magazine titled Court Martial had been authored by Samuel Cogley. (DS9 episode: "Far Beyond the Stars").
